The latter is called the Quest Award Leveler and is available here. So you get a level, you see +3 agility but you pick other attributes - next level up you will have those +3 agility or more, depending on the skills you got improved. Together these two mods make the game quite playable and not nearly so conceptually offensive. So, in my view, mods that give you +5 every level for every attribute are too strong and this is a mild version of it: it remembers the points that you havent used at level up. The second puts an item in your inventory that, when you use it, automatically checks all your variable-power artifacts and sets them to the power appropriate to your current level. The first sets it so the attributes you pick to increase when you level up automatically go up by five every time. I have two mods installed that fix these problems. The default way they handle stat increases at level up is probably one of my least favorite things about the default game. After I started using it years ago I just played as I wanted to play rather than letting the level up stat selection bonus dictate how i played. Second, the power of the magic artifacts you gain from quests depends on the level you complete the quest at, so if you do things in the wrong order you can end up with a bunch of sucky magic items for the endgame.
